It's naturally occurring radiation. Sources include extra terrestrial bodies, especially but not only the Sun, and the radioactive processes taking place on and in the Earth. For example, should you live in an area with lots of granite, levels of background radiation are likely to be higher than in an area with lots of limestone and chalk. This is because granite is more radioactive.
