Specifically, the constituent atoms of the molecules composing the substance. The difference of the energy level of the electron in the atom with the energy of the incident photon determines the probability of the photon being absorbed and a new photon being radiated.
The radiation it self (photons) have the property that there energy is always proportional to planks constant.
